This adds a template which allows easy testing of Cardano integration by (similar to our hardhat setup) allow spinning up a custom Cardano network for testing purposes

Spinning up this custom network is done using yaci-devkit, and once it's spun up an initialization script is run using CML

Tasks remaining:

• Change projected NFT task to use script hash instead of address dcSpark/carp#189
• Support Shelley-era genesis block addresses dcSpark/carp#188
• Support dynamically specified networks dcSpark/carp#187
• Avoid duplicating database_url in both .env and config.yml dcSpark/carp#190
• (optional) remove need for user to manually setup yaci (NPM package bloxbean/yaci-devkit#28)
• Replace the 4 yaci steps (start, yaci-cli, create-node, start) with a single step in cardano:start (note: this my be helped by https://github.com/bloxbean/yaci-devkit/blob/boot_upgrade/devkit.sh)
• Decide if we need the secrets fields in the Cardano docker-compose.yml
• Bump Carp docker images (docker image for Carp is updated automatically when pushing to main / making releases on Github)
• README to properly document how the template works (and possible add to the Paima docs)
• Update frontend so that it does something interesting with Cardano (ideally leveraging all our Cardano primitives)
